JOB SUMMARY:

This entry-level position assists with the administration and monitoring of City contracts and agreements. The role supports basic contract review activities, such as checking documents for completeness, processing change orders, invoices, and payments, and helping evaluate whether vendors are meeting contract requirements.

The employee will learn and apply techniques and procedures used to interpret contract specifications. Depending on assignment, this may include gaining familiarity with City services such as construction projects, grounds and facility maintenance, recreation programs, or other operational areas to ensure contract requirements support departmental needs.

Responsibilities include assisting with the inspection and monitoring of awarded contracts to ensure contractors meet timelines, deliverables, and terms. The position also provides general support to the Procurement Department and helps gather, organize, and enter contract information into the City’s contract management system (OpenGov). Work involves routine communication and coordination with Directors, Contract Liaisons, and Project Managers.

Under supervision, the employee will use developing judgment and analytical skills to support the preparation of vendor requirements, contract language, and budget reviews. The position assists with evaluating solicitation items and communicating clearly—both orally and in writing—with vendors and City departments on basic procurement and contract-related matters.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

Assists in contract dispute resolution when situations arise above the normal contract administration duties of a departmental representative.

Assist in providing regularly scheduled training to City employees tasked with contract administration duties.
Ensure all contracts Citywide have been entered into the OpenGov Contract Module by each Contract Liaison and Project Manager.
Prepares various reports, analyses and statistics for tracking performance, demonstrating compliance, and responding to audits and management requests.
Develops and maintains the City’s repository of contracts, agreements, and Certificate of Insurance’s (COI’s).
Assist in reviewing proposed contracts and agreements for conformance, compliance and adherence to City policies, procedures, ordinances, and regulatory standards; provides recommendations for language additions and modifications as needed
Works with user departments to enforce terms and conditions of contracts and agreements.
Reviews policies and procedures; provides recommendations for improving department efficiency and effectiveness.
Tracks contract and agreement expiration dates in the City’s Contract Module OpenGov and provides notification reminders to each Department Contract Liaison and Project Managers.
Provides contract expirations notices to Directors and Project Managers.
Serves as liaison to Departments to help guide and answer questions regarding contract language for conformance, compliance and adherence to City policies, procedures, ordinances, and regulatory standard.
Assist with standardization of various City contracts and agreement templates.
Review contract and agreement documents to evaluate appropriateness of change orders and invoices.
Meet with Contract Liaisons and Project Managers regularly to address upcoming expiring contracts, agreements, and COI’s.
Communicates with end-user on all pertinent issues relating to contracts, agreements, solicitations, changes, frequency of services, cancellation, etc.
Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Establishes and maintains effective and professional relationships with work colleagues, supervisors, managers, and outside agencies and persons.
Performs related work as required.

The Requirements

EDUCATION/EXPERIENCE:

To perform this job successfully, an individual must be able to satisfactorily perform each essential function. Required:

Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Project Management, Public Administration, or a related field, and (3) years of considerable experience in procurement and/or legal departments, focused on monitoring and interpreting complex contractual agreements. Experience in ensuring contract compliance through interviews and examination of documentation, or experience in inspecting and monitoring compliance with requirements of contractual or business agreements, may substitute for education

Preferred:

Five (5) years of considerable experience in contract compliance.

Public Sector experience.
A CPPB (Certified Professional Public Buyer), or CPCM (Certified Professional Contracts Manager).

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

The Examination

SUMMARY OF BENEFITS FOR GENERAL EMPLOYEES

All regular full time Employees shall accrue paid vacation following their employment anniversary date. Employees who regularly work 40 hours per week shall accrue vacation leave as follows:

After completion of the first full year of service, vacation time accrued as of September 30th of each year is to be utilized during the following 15 months. Cash payment in lieu of unused vacation shall be made only upon termination of employment or upon approval of the City Manager. Not later than August 1st of each calendar year, an employee may elect to redeem up to a maximum of 40 hours of the unused annual (vacation) leave. Payment for such redemption to be made by or before September 10th following the redemption request.

General employees shall accrue eight hours of sick leave for each month worked with no limit on the amount of sick leave that is accumulated. Additionally, each fiscal year an employee shall have the option of converting a maximum of 40 hours of accrued sick leave days to personal leave, provided the employee has a balance of 96 hours after the conversion.

Accrued sick leave shall be terminally paid at the following rates in relationship to full years of credited service with the City to a maximum of 1200 hours (e.g., an employee with 20 or more years of service with 1200 (or more) hours of sick leave shall be paid at 80% of 1200 hours, which would be 960 hours):

Upon the accumulation of 300 sick leave hours, all employees have the option of converting the next forty (40) hours of sick leave days to vacation days.

Employees may participate in the City's Sick Leave Pool Program upon the completion of one year of employment and with a minimum accumulation of 96 hours of sick and/or vacation leave. This program entitles eligible employees to participate in extended sick leave benefits for cases involving non-work related catastrophic, or long-term illnesses, or injuries.

General employees will receive two paid workdays each fiscal year (either 8 or 10-hour days) of use-it-or-lose-it time off in recognition of the importance of mental health well-being.

General employees will be granted 40 hours of paid bereavement leave for the demise of a close family member.

General employees and families shall be provided with the option of coverage in the City’s health insurance plans. The City will contribute 80% of the premium for employees electing single or dependent coverage on the OAP plan and the employee will be responsible for contributing 20% of the premium; The City will contribute 100% of the premium for employees electing single coverage on the OAPIN plan. Each employee and their dependents enrolled in the City’s medical insurance plan shall have access to the City of Hollywood Employee Health Center, allowing them to conveniently and exclusively access services ranging from routine primary care, urgent care, preventative care, lab work, vaccines, pediatric care for ages 6 months and older, x-rays, health coaching, and much more. All services at the City’s Employee Health Center are free and at no charge to the employee/dependent, with the City paying 100% of the cost of services.

Each employee shall have the option of completing an annual comprehensive wellness physical through the City of Hollywood Employee Health Center with the costs of the visit paid for by the City, including a comprehensive medical evaluation, ultrasound imaging, cardio-pulmonary assessments, vision and hearing test, and extensive laboratory blood profiles.

The City's medical insurance covers Regenexx services with copays based on plan tier. Regenexx is a minimally invasive, needle-based procedure that is an alternative to orthopedic surgery. It uses the body's own healing agents, offers lower risk, and reduces recovery times. Regenexx procedures treat a wide range of common joint injuries and degenerative joint conditions, such as arthritis, rotator cuff tears, ACL sprain or tear, and much more.

General employees shall be provided with group dental with $19.00 of the monthly premium costs paid by the City. There are three benefit plan offerings. The biweekly rates are as follows:

Employees will receive from the City a “use it or lose it” Health Reimbursement Account annually. The amount to the employee is determined by the employee’s medical enrollment status or if no coverage is elected then it will default to the lowest level. The level of the City contribution will be reevaluated once a year. The levels are: Single or no coverage = $400; Employee plus one = $600; and Employee plus two or more = $1000. This benefit is contingent upon the employee completing a biometric visit at the City’s Employee Health Center. In addition, the employee may establish and contribute to a Flexible Spending Account.

General employees shall be provided with term life insurance of $25,000 with all premium costs paid by the City. Employees shall have the option of purchasing additional term life insurance at group rates up to an additional maximum amount of $475,000.

General employees shall receive pension benefits according to the provisions of The City of Hollywood Employees’ Retirement Fund (COHERF) in Chapter 33 of the City’s Ordinances which can be found in the online library here. Employees may choose to participate in the COHERF Pension Plan and contribute 8% pretax dollars biweekly with a seven-year vesting period, or employees may instead elect to enroll in a Defined Contribution (DC) plan or a hybrid plan. The City is a qualifying employer for the Public Service Loan Forgiveness Program. Full-time service at the City contributes to the 120 months of payment for certain federal student loans to be forgiven.

General employees, who complete their probationary period and receive “satisfactory” or better Employee Performance Evaluations, shall be eligible to participate in the City Educational Reimbursement Program for job-related undergraduate and graduate course work. General employees should request approval prior to taking any courses. The City pays as follows to a maximum total of $3,000.00 for tuition annually:
