Indian River State College is seeking a collaborative and technically skilled HRIS & People Analytics Partner to help advance our human resources systems and workforce insights capabilities.
In this role, you will partner with HR leadership, IT, and institutional research to implement and optimize enterprise HR platforms such as Workday and ADP.

JOB SUMMARY:
Under general direction, this position serves as the leader responsible for designing, implementing, and optimizing the College's human resources information systems and people analytics capabilities. Leads the digital transformation of HR operations by implementing enterprise HRIS platforms (including Workday and ADP), building data infrastructure, and delivering actionable workforce analytics that inform executive decision-making. Manages cross-functional project teams for system implementations, HR technology initiatives, and analytical projects while translating complex workforce data into strategic insights for leadership. Serves as the primary technical authority for all HR systems, data governance, reporting, and analytics initiatives, partnering closely with HR leadership, IT, and institutional research to ensure seamless integration and alignment with the College's strategic goals.
SPECIFIC DUTIES AND RESPONSIBILITIES:
HRIS implementation, Configuration & Optimization (20%)
- Lead the planning, design, and implementation of enterprise HRIS platforms including Workday HCM, ADP Lyric, ADP Enterprise, ADP Vantage and related HR technology solutions
- Configure and customize HRIS modules to meet organizational needs including recruiting, onboarding, performance management, compensation, benefits administration, and talent management
- Conduct system testing, quality assurance, and validation to ensure accuracy and optimal functionality
- Design and implement system workflows, business processes, and automation to streamline HR operations and reduce manual tasks
- Develop and maintain system documentation including user guides, process flows, configuration specifications, and technical documentation
- Serve as primary liaison with HRIS vendors for issue resolution, enhancement requests, and strategic planning
- Evaluate emerging HR technologies and recommend solutions to enhance HR service delivery and employee experience.
- Manage system upgrades, patches, and enhancements in coordination with vendors and IT department.
Data Infrastructure & Governance (20%)
- Build and maintain secure, accurate, and compliant HR data architecture.
- Develop and enforce data standards, governance protocols, and reporting consistency.
- Design and maintain the HR data architecture ensuring accuracy, security, compliance, and accessibility of all employee data
- Establish and enforce data governance policies, standards, and protocols across all HR systems
- Implement data quality controls and conduct regular audits to ensure data integrity and compliance with federal, state, and institutional regulations
- Create and maintain data dictionaries, metadata repositories, and documentation of data relationships and dependencies
- Ensure compliance with data privacy regulations including FERPA, HIPAA, and other applicable laws
- Develop and implement data security protocols to protect sensitive employee information
- Manage system integrations between HR systems and other enterprise platforms (finance, payroll, benefits, etc.)
- Oversee data migration projects and ensure seamless transfer of historical data during system implementations
People Analytics, Reporting & Strategic Insights (20%)
- Design dashboards, metrics, and predictive models (e.g., turnover, succession, engagement).
- Translate complex data into executive-ready insights and recommendations.
- Monitor workforce trends and proactively identify risks/opportunities.
- Design and develop comprehensive HR dashboards, scorecards, and reporting tools that provide real-time workforce insights to leadership
- Build predictive analytics models to forecast turnover risk, succession planning needs, workforce capacity, and talent pipeline requirements
- Conduct advanced workforce analytics including compensation analysis, diversity metrics, engagement drivers, performance trends, and retention patterns
- Translate complex data analyses into clear, actionable recommendations for executive leadership and HR stakeholders
- Prepare and present regular workforce reports to President's Cabinet, Board of Trustees, and senior leadership
- Benchmark College HR metrics against peer institutions and industry standards using CUPA-HR and other data sources
- Develop key performance indicators (KPIs) and metrics to measure HR effectiveness and organizational health
- Support institutional research initiatives and regulatory reporting requirements (IPEDS, SACS, state reporting, etc.)
- Partner with HR Business Partners and leadership to provide data-driven insights for strategic workforce planning decisions
Project Management & Strategic Initiatives (10%)
- Lead cross-functional project teams for HRIS implementations, system upgrades, and HR transformation initiatives
- Develop comprehensive project plans including timelines, resource requirements, risk assessments, and success metrics
- Manage multiple simultaneous projects using formal project management methodologies
- Facilitate stakeholder engagement, change management, and communication throughout project lifecycles
- Conduct job evaluation and classification analysis using CUPA-HR benchmarks and market data
- Support compensation studies, pay equity analyses, and market pricing initiatives
- Collaborate with institutional effectiveness teams on accreditation and compliance projects
- Contribute to College strategic planning initiatives with workforce data and analytics
Process Automation & Employee Experience (10%)
- Identify manual HR processes suitable for automation.
- Implement digital solutions such as self-service portals, bots, and automated workflows.
Strategic Business Partnership (10%)
- Partner with HRBPs, Talent, and business leaders to align workforce strategies with data insights.
- Present findings and recommendations to senior leadership.

Training, Support & Continuous Improvement (5%)
- Develop and deliver training programs for HR staff, managers, and employees on HRIS systems and self-service tools
- Provide technical support and troubleshooting for system issues and user inquiries
- Create user documentation, quick reference guides, and training materials
- Identify opportunities for process improvement and automation to enhance HR efficiency
- Stay current with emerging trends in HR technology, people analytics, and workforce planning
- Participate in professional development and maintain relevant certifications
- Complete all other duties and responsibilities as assigned. (5%)
QUALIFICATIONS, KNOWLEDGE, AND SKILL REQUIREMENTS:
- Bachelor’s degree in Information Systems, Data Analytics, Human Resources, or related field (required).
- Professional certifications in Workday, ADP, or analytics tools (preferred).
- Minimum five (5) years’ experience in HRIS implementation, optimization, and systems management.
- Hands-on expertise in Workday, ADP, or comparable HR platforms.
- Experience in workforce analytics, predictive modeling, and executive reporting
- Strong knowledge of HRIS configuration, integrations, testing, and adoption practices.
- Understanding of data governance, privacy, and compliance regulations.
- Proficiency in analytics platforms (e.g., Power BI, Tableau, or equivalent).
- Excellent communication skills with ability to simplify technical concepts.
- Strong problem-solving and project management abilities
- Proven ability to manage multiple complex projects simultaneously with competing priorities
- Knowledge of employment law, data privacy regulations (FERPA, HIPAA), and compliance requirements
- Familiarity with project management methodologies (Agile, Waterfall, etc.)
- Advanced proficiency in data analytics tools and platforms (Tableau, Power BI, Excel, SQL, or similar)
- Strong organizational skills with attention to detail and commitment to quality

PHYSICAL DEMANDS:
This position requires an ability to sit, stand, walk, bend, lift, reach up, stoop, and carry items occasionally more than twenty-five (25) pounds. It also requires manual dexterity to operate standard office machines, such as, copier, fax, calculator, telephone, and other equipment as necessary. IRSC expects its employees to follow proper safety standards while employed by the College.
