Job Description
The Benefits Analyst administers NTTA’s benefit programs, resolves complex employee and vendor issues, analyzes plan data and performance, and strengthens controls and processes to ensure accurate, consistent service. The position also supports strong operational controls through benefits data audits, system testing, and proactive identification and resolution of data or process issues. This position works independently, partners with benefit vendors and third-party administrators, supports process improvement initiatives, and provides guidance and support to other Benefits team members.

Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Administers medical, dental, vision, life, disability, and retirement benefits; conducts orientation and training; processes enrollments, eligibility changes, and payroll deductions; and guides employees through benefit questions and issues.
- Resolves escalated enrollment, eligibility, coverage, claims, and payroll issues with employees, vendors, Payroll, HRIS, and internal partners, ensuring timely communication and handoffs.
- Administers leave, ADA, and workers’ compensation cases, coordinating documentation, accommodations, return-to-work activities, and vendor handoffs in accordance with requirements and procedures.
- Administers NTTA’s 401(k), 457, and pension programs, including retirement and termination processing, loans, reporting, funding, accounts payable, and employee and retiree support.
- Supports retirement plan governance through committee minutes, Legal and Board Secretary review, required reporting, and vendor coordination.
- Reconciles and audits benefit invoices, eligibility, payroll deductions, contributions, and vendor payments; identifies discrepancies and coordinates corrections.
- Supports benefit strategy and vendor management through meetings, RFPs, evaluations, implementations, performance reviews, issue resolution, and plan enhancement recommendations.
- Analyzes benefit costs, utilization, benchmarks, compliance, and vendor performance to identify trends, risks, savings opportunities, and recommended program improvements.
- Coordinates Open Enrollment, employee communications, benefits fairs, wellness events, and vendor visits, providing support and resolving high-volume issues.
- Supports Workday benefit configurations, interfaces, integrations, and reporting; tests workflows and data accuracy; and coordinates documented issue resolution.
- Improves workflows and administrative practices, tracks recurring issues, and maintains SOPs to strengthen efficiency, accuracy, service, consistency, and team capacity.
Knowledge, Skills, And Abilities
- Knowledge of federal, state, and local laws governing benefits, retirement, leave, ADA, and workers’ compensation.
- Skill in testing benefit systems, workflows, and data; documenting discrepancies; and coordinating resolution.
- Knowledge of benefit and retirement plan administration and compliance.
- Knowledge of plan design, eligibility, enrollment, claims, vendors, and leave administration.
- Knowledge of NTTA policies, practices, and procedures.
- Knowledge of effective customer service practices.
- Ability to assist employees with complex or sensitive benefits and leave matters.
- Skill in analyzing benefit data, costs, utilization, and trends to develop recommendations.
- Skill in resolving complex benefits, eligibility, billing, leave, retirement, and vendor issues.
- Skill in audits, reconciliations, and accurate benefit recordkeeping.
- Skill in communicating benefit information to employees, leaders, vendors, and stakeholders.
- Skill with HRIS and benefit systems, preferably Workday, and Microsoft Office.
- Skill in managing competing priorities, deadlines, and recurring processes with attention to detail.
- Ability to exercise sound judgment, resolve issues independently, and escalate appropriately.
- Ability to develop and follow SOPs and identify process improvements.
- Skill with computers and related security software.
- Ability to adapt to interruptions and changing priorities.
- Ability to stay current on NTTA operational, safety, and security issues.
- Ability to build effective relationships with employees, leaders, vendors, administrators, and partners.
Qualifications
- Bachelor’s degree.
- Five (5) years’ related experience in employee benefits, retirement, leave administration, or a related Human Resources function. To Include:
- Experience independently administering complex benefit programs or processes.
- Experience working with HRIS and/or benefits administration systems.
- Experience analyzing benefit data, reconciling benefit accounts or invoices, and resolving complex benefit administration issues.
Preferred Qualifications
- CEBS, CBP, PHR, SPHR, or related professional certification.
- Broad knowledge of benefit laws, including HIPAA, FMLA, ADA, and USERRA, plus benefit plan design and policy.
- Self-insured benefits administration experience in government or the public sector.
- Experience administering 401(k), 457, or pension plans.
- Experience administering FMLA, ADA, workers’ compensation, and leave programs.
- Workday benefits administration and reporting experience.
- Experience managing benefit vendors, third-party administrators, performance, and RFPs.
- Experience analyzing benefit costs, utilization, benchmarks, and plan performance to develop recommendations.
