Your Role
The Talent Acquisition team manages the recruitment lifecycle for all internal employment positions for Blue Shield of California. The Talent Advisor, Senior will report to the Senior Manager, Talent Acquisition. In this position, the Senior Talent Advisor serves as the recruiting partner for the Health Plan Operations area and works with a group of healthcare recruiters who collaborate with hiring leaders to identify and recruit clinical and non-clinical personnel.

Responsibilities
Your Work
In this role, you will:
- Oversee the complete recruitment lifecycle for both external and internal talent, employing innovative and proactive sourcing strategies
- Cultivate strong partnerships and gather detailed position requirements within designated business units or Talent Acquisition functions and maintain all relevant documentation in employee files throughout the hiring process
- Gain comprehensive knowledge of job specifications and operational needs related to open positions; advise hiring managers and stakeholders on effective hiring protocols
- Design customized recruitment strategies, including the selection of suitable media and advertising channels for each vacancy
- Source, or oversee sourcing initiatives, to establish a qualified applicant pool for every assigned role, and evaluate candidates and applicants through rigorous screening processes while ensuring adherence to all federal and state regulations related to recruitment and initial employment
- Deliver coaching and guidance on interviewing best practices as necessary
- Lead outreach strategies targeting colleges, trade schools, community agencies, professional organizations, and additional recruitment sources to meet staffing objectives and participate in local staffing and recruiting networks, fostering relationships with representatives from other organizations
- Continually update expertise in recruitment, best practices, compensation laws, employee benefits, and general human resources procedures
- Compile and provide reports outlining key staffing and recruitment metrics as required
- Collaborate with other HR divisions to ensure alignment between broad HR policies and the mission and objectives of Blue Shield of California
Qualifications
Your Knowledge and Experience
- A bachelor’s degree or equivalent is required
- A minimum of 5 years' of experience recruiting within healthcare or high volume is required
- Experience in managing internal client expectations and relationships is required
- Experience in sourcing, resume screening, and phone interviews for hard-to-fill roles is required
- Experience with Oracle Recruiting Cloud, Workday Recruiting, or similar ATS is required
- Excellent written and verbal communication, strong organizational skills, results-driven with the ability to prioritize recruitment responsibilities, can work urgently/independently, and can meet strict deadlines
