Summary
Reporting to the Assistant Director of Total Rewards and Systems, the Benefits Manager is responsible for assisting in the strategic design, administration, and compliance of NTTA’s employee benefits programs to support overall organizational goals. This role manages vendor relationships, oversees day-to-day benefits operations, and ensures alignment with regulatory requirements. The Benefits Manager also collaborates with HR leadership to enhance NTTA’s Total Rewards offerings, promoting a competitive, cost-effective benefits strategy that strengthens employee engagement and retention.
- Pay Range: $85,632 - $112,674 - $146,476***

Key Responsibilities
- Program Administration: Manage all aspects of health, dental, vision, life, disability, retirement, and wellness programs. Oversee annual open enrollment and ensure accurate and timely processing of benefit elections.
- Retirement Plan Management: Administer NTTA’s retirement programs, including defined contribution and deferred compensation plans. Ensure governance and fiduciary compliance with plan documents and regulatory requirements. Partner with Finance and vendors to monitor plan performance and provide employee education on retirement options.
- Compliance & Governance: Ensure compliance with federal, state, and local regulations (IRSACA, PHI, COBRA, FMLA, USERRA). Maintain accurate documentation and reporting for audits and regulatory filings.
- Vendor Management: Serve as a primary liaison with benefits providers and brokers. Assists in the negotiation of contracts and monitors service-level agreements to optimize cost and quality. This role will participate in related budget processes.
- Employee Support: Provide guidance and education to employees on benefits programs and policies. Resolve escalated benefits issues and inquiries in a timely manner.
- Recruiting Support: Partner with Recruiting to communicate benefits offerings to prospective candidates. Provide input on benefits-related content for job postings and candidate materials.
- Strategic Initiatives: Collaborate with HR leadership on Total Rewards strategy, including benchmarking and cost analysis. Support Workday implementation for benefits modules and ensure readiness for April 2026 go-live. Contribute to compensation and benefits integration projects as part of NTTA’s HR roadmap.
- May supervise or partner with HR staff especially related to benefits, ensuring cross training within HR.
- Collaborate with HRIS for Workday benefits module, data integrity and audit reports.

Qualifications
Minimum Requirements:
- Bachelor’s degree in human resources, Business Administration, or related field required.
- Minimum 7 years of progressive experience in benefit administration and compliance. Experience in government or public sector organizations preferred. Familiarity with HRIS systems; Workday experience is strongly preferred.
- CEBS or similar designation desirable.
