We are looking for a Financial Subject Matter Expert (SME) who has functional and technical experience with large, complex Momentum ERP federal implementations in areas including implementation, testing, verification, validation, data structures, system configurations, conversions, version upgrades and data analysis and reconciliation activities. The candidate will provide expertise on Independent Verification and Validation (IV&V) of the VA enterprise-wide Momentum software implementation scheduled over multiple waves and years. The position offers a stimulating leadership role in a stimulating environment, interacting with senior staff. Responsibilities
- Serve as the Senior Financial Subject Matter Expert (SME) on an Independent Verification and Validation (IV&V) team, providing expert analysis and assessment of financial management business transformation (FMBT) systems and processes.
- Review and evaluate system requirements, design documentation, test plans, and test results to ensure alignment with federal financial management standards and regulations.
- Analyze financial business processes and workflows to identify gaps, risks, and discrepancies between system capabilities and federal requirements
- Support the development and review of IV&V test cases, test scripts, and test scenarios.
- Collaborate with IV&V test leads and project teams to document financial system defects, anomalies, and findings, and provide recommendations for remediation.
- Provide mentoring and support to IV&V testers during planning and testing events.
- Use existing VA knowledge to locate and navigate document repositories and provide contacts as needed.
- Review and provide feedback on documents such as Interface Control Documents (ICDs), User Acceptance Testing Plans (UAT), and provide Risk Assessments for Wave releases.
- Interface with government stakeholders, program managers, and contractor development teams to communicate IV&V findings and support resolution of financial system issues.
- Prepare and present clear, concise IV&V Findings and Recommendations suitable for an executive-level audience.
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, Public Administration, or a closely related field.
- 5+ years of progressive experience in federal financial management.
- 5+ years of IV&V, audit, QA, or independent assessment experience on large-scale federal financial system implementations or modernizations.
- Demonstrated working knowledge of federal financial management standards and regulations, including FFMIA, Treasury FMSR, USSGL, FASAB, and OMB Circulars A-123, A-127, and A-136.
- Direct experience with at least one major federal ERP or financial management platform (CGI Momentum, Oracle Federal Financials, PeopleSoft, SAP, Workday Financials, or comparable).
- Hands-on experience reviewing and producing artifacts including ICDs, UAT plans, test cases and scripts, defect reports, and release risk assessments.
- Fluency with full SDLC and IV&V methodologies, including requirements traceability, integration testing, UAT, regression, and operational readiness review.
- Proficiency with test and defect management tools.
- Proven ability to brief executive and senior government audiences with clear, concise, decision-ready content.
- U.S. Citizenship and ability to obtain and maintain a VA Public Trust (Tier 2) suitability determination.
Preferred Qualifications
- Master's degree (MBA, MS Accounting, MPA, or related).
- Prior experience supporting the Department of Veterans Affairs, including familiarity with VA financial systems (FMS, IFCAP, iFAMS) and the FMBT program roadmap.
- Hands-on experience with CGI Momentum in a federal financial environment.
- Working knowledge of Treasury reporting systems and processes (GTAS, GWA, IPAC, CARS).
- Familiarity with federal appropriations law, including Antideficiency Act and purpose/time/amount principles.
- IV&V experience aligned to IEEE 1012 or equivalent federal frameworks.
- Professional certifications such as CGFM, CDFM, CPA, CIA, CISA, or PMP.
